The Granbury ISD Board of Trustees met for its regular monthly meeting on July 23, 2012, and approved publication of a proposed tax rate as part of the 2012-13 budget process.
The proposed budget of $64.9 million – with $60 million for operations and $4.9 million for debt service – includes a total tax rate of $1.15 per $100 of property valuation. Under the approved publication, the tax rate will remain at $1.04 for maintenance/operations and $.11 for debt service.
Although board members approved the publication of the tax rate as proposed, they have the option of adopting a lower rate. If certified property values are reported from appraisal districts as expected, the board could adopt a lower rate for debt service – meaning a lower overall tax rate.The district will publish notice of the upcoming meeting and information about the tax rate proposal.
Trustees will hold a public hearing during the next regular meeting on August 27, and final action on the budget and tax rate will follow the hearing in the Hood County News.
With the recent resignation of school board president Charlie Cloud, vice president Micky Shearon automatically succeeded to the board presidency. Trustees elected Mark Jackson as vice president and Nancy Alana as secretary to fill the vacancies in the board officers. Shearon appointed a committee to review the school board operating procedures. Serving will be Barbara Herrington, Jackson, and Walton, who will evaluate the procedures and report back to the full school board with any recommended changes.
The board adopted the student code of conduct and reviewed the parent-student handbook and student-athlete handbook for the 2012-13 school year. The handbooks set out guidelines in a variety of areas concerning instruction, grading, dress, technology and internet use, extracurricular participation, discipline, and other matters. The student code of conduct provides methods and options for managing students in the classroom and on school grounds, disciplining students, and preventing and intervening in student discipline problems.
In personnel, trustees approved several staff appointment and received notification of employee resignations. The board also approved a timeline and calendar for teacher appraisals together with a list of certified appraisers.
Due to a conflict with state testing dates, board members adopted a change in 2012-13 school year calendar. The change moves a bad weather make-up day from April 1, 2013, to April 29, 2013.
The board heard several reports:
- Financial and investment reports for May and June 2012 were reviewed by Sharay Boynton.
- Support services director Alicia Hernandez reported that the Healthy Kids summer lunch program served 24,666 meals in June – an increase from 21,722 in 2011. As of July 17, the meal count was 10,377. Hernandez indicated that $10,000 has been received in commodities to provide fresh fruits and vegetables to participating children.
In addition to approving budget amendments and minutes from the last regular meeting and budget workshop, purchases and bids were approved for technology items, alcohol and drug testing administration, and textbooks. Board members continued participation in the Workers Compensation Self-Insurance Joint Fund and renewed property, crime, general liability, educator legal liability, and automobile insurance through the Texas Association of Public School Property and Liability Fund.
Budget amendments included a donation from the Baccus Elementary PTO to fund classroom supplies and employee travel.
In other business, trustees adopted a change to local district policy regarding a food allergy management plan. They also set Wednesday, November 14 for two board members to meet for canvassing election results from the November 6 election.
The board will next convene for its regular monthly meeting on Monday, August 27. Board meetings are held in the GISD Board Room located next to the Administration Building at 600 W. Pearl Street.
