Granbury ISD Board of Trustees

The Granbury ISD Board of Trustees held its regularly monthly meeting on July 20, 2020. 

Superintendent Dr. Jeremy Glenn provided a lengthy update to the board regarding the upcoming school year in light of the COVID-19 pandemic.  The first day of school is August 12, and the district will provide both in-person and virtual learning options for students.  Dr. Glenn recently met with Dr. David Blocker, the county health authority, to set parameters for the safe reopening of school campuses.  A task force will meet to review a detailed plan for protocols to be issued by the district by the end of the week. 

In addition, Dr. Glenn reported that school supplies have been ordered through Operation School Supplies and will be ready for students by the first day of school.  COVID-19 testing for all teachers and staff is underway, with ProPath providing the test at no cost to the school district.  In addition, the district is purchasing additional safety materials and equipment to be delivered to campuses in preparation for the return of teachers and students.  This is in addition personal protective equipment (PPE) that is being sent from the state to the district. 

Trustees approved the publication of a maximum proposed tax rate for a newspaper notice of a public meeting on the 2020-21 budget and tax rate to be held in August.  The proposed rate of $1.1214 is lower than the existing tax rate of $1.125 per $100 of property valuation.  The proposal includes a decrease in the maintenance and operations rate to 96.64 cents – down from 97 cents.  The interest and sinking rate to cover district debt would remain at 15.5 cents.  The notice will be published in the Hood County News as well as on the district website. 

Regarding the child nutrition program, director Amy Parker provided an update on department operations during the 2019-20 school year.  The overview included a summary of personnel, meals served, sales, and other budget information.  When the pandemic caused school buildings to close in March, the department shifted to providing meals through drive-thru service, community sites, and home delivery for the remainder of the school year.  Child nutrition also sponsors an annual summer lunch program, which will continue through the end of July.  

For the child nutrition program, the only necessary price increase for the 2020-21 school year is adult meals, which will increase from $3.70 to $3.90.  In addition, the board approved a change in the meal charge policy, allowing students to continue purchasing meals for up to two days while having a negative balance. 

Parker also provided information on custodial operations through SSC Services, which has worked to keep buildings cleaned and disinfected while staff has continued working and had some students in the buildings.  Custodial staff have undergone training for the coming school year and providing essential services to keep students and teachers safe. 

Board members adopted the Student Code of Conduct for the 2020-21 school year.  Trustees also reviewed the employee handbook as well as computer use policies for both students and staff. 

In personnel, trustees completed the summative evaluation of the superintendent and extended Dr. Glenn’s contract through June 2025 with no salary action at the present time.  The board also approved several professional staff appointments and reviewed a list of staff resigning or retiring. 

In other business, trustees approved budget amendments as well as minutes from the last regular meeting and two special meetings.  Bids and purchases approved included renewal of physical and occupational therapy services, maintenance repair and operations, and career and technical education instructional supplies and equipment. The board also approved with local county elections administrators to conduct the November trustee election. 

The board also reviewed financial statements, cash flow reports, and categorical expense reports for June 2020 as presented by assistant superintendent Dobie Williams. 

Trustees next convene for the regular monthly meeting on Monday, August 3, 2020. Board meetings are held in the GISD Board Room located in the Administration Building at 217 N. Jones Street.
