GISD SCHOOL TRUSTEES CALL BOND ELECTION FOR MAY 2022

The Granbury ISD Board of Trustees unanimously accepted a resolution from the Long Range Planning Committee and called a bond election for May 2022 during its regular monthly meeting on January 24, 2022.
The LRPC resolution calls for a $394 million bond election that will include a new Granbury High School campus for 3,500 students with career and technical education as well as athletic components. According to financial projections, the proposal would require a 20-cent property tax rate increase.
The plan would lead to the conversion of the existing GHS and middle schools into a junior high and elementary campuses respectively. Baccus Elementary would become a second early learning academy for full-day pre-kindergarten. Renovation of all current elementary schools would also be included.
Also included are several program changes included in academic and other initiatives:
- investment in early childhood education for full-day pre-kindergarten for all students, smaller class sizes, and district-wide reading and literacy initiatives
- parent choice among elementary campuses
- free dual credit and dual enrollment classes for all high school students
- expansion of career and technical education program for aviation, construction science, and Granbury Marine Corps JROTC
- facilitation of a community youth sports program
The proposal also includes construction of a transportation hub on the eastern side of the district to relieve traffic congestion. Outside of any bond monies, the district would designate existing fund balance for the maintenance of current facilities, buses, and technology.

Board members unanimously approved calling the bond election for Saturday, May 7, 2022. Trustees also appointed the Stantec firm as the architect for the bond project.
Academic gains were highlighted by assistant superintendent Tammy Clark during a presentation of the Texas Academic Performance Report (TAPR) for the 2020-21 school year. The district outperforms state and regional averages for most academic areas, with notable performance among Emergency Bilingual students the district graduation rate. Target areas of focus include improving academics, bridging the gap for subpopulation groups that are consistently lower, supporting and connecting through community partnerships that help grow students, and providing opportunities through career and technical education certifications, improve College Career Military Readiness (CCMR), and other academic initiatives to make GISD an “educational destination.”
Trustees adopted local district policy changes regarding books in school libraries. The addition allows the district to remove instructional materials, including books, because they are “pervasively vulgar or based solely upon the educational suitability.” The change, which aligns the local policy with legal policy, complies with recent directives from Governor Greg Abbott to the Texas Education Agency.
In personnel, the board completed a formative evaluation for superintendent Dr. Jeremy Glenn with board president Barbara Townsend praising the work of Dr. Glenn in academic progress, navigating the COVID-19 pandemic, and long range planning. The board also approved the appointment of new teachers at GHS, Granbury Middle School, Brawner Elementary School, and Roberson Early Learning Academy.
Reports to the board included:
- Glenn celebrated student achievements for the district-champion swim team, DECA team, JROTC rifle team, and GHS men’s choir. The district experienced a high number of COVID-19 cases among students and staff, and that campuses are receiving staffing assistance from district administration as well as off-duty bus drivers. Resulting from the positive cases, student attendance is low, but the Texas Education Agency may consider hold-harmless provisions for districts during this wave of COVID cases. The superintendent also lauded members of the Long Range Planning Committee for presenting a proposal for facility and program improvement.
- Stacie Brown and Trisha Suitt from the Curriculum Department provided an update on the district’s Elementary and Secondary School Emergency Relief Fund (ESSER) Accelerated Learning Plan. With the federal funding designed to mitigate academic holes due to COVID-19, the district has used most funds for additional personnel, resources, and professional development to accelerate learning and student learning needs. Also funded were additional technology resources and equipment, necessary facility improvement, and employee retention stipends. The plan is continually evaluated and tweaked to meet current needs.
- Brown also presented data from MAP Testing Growth that showed student academic progress in reading and math as well as projections in these core academic areas.
- An overview of facility improvement goals was presented by chief financial officer Emmett Whitefield. The facilities and maintenance department manages 1.498 million square feet of buildings, 543.14 acres of grounds, and 13 game and practice athletic fields. The department also is charged with energy conservation, facility management and scheduling, and construction. Utilities for the district total $1.675 million annually mostly in electric, natural gas, and water costs. Goals for the 2021-22 school year include HVAC automated controls at four elementary campuses as well as roof replacement for both middle schools and the administration building.
- Whitefield presented financial statements and cash flow reports for December 2021.
The board also approved past meeting minutes and budget amendments. Board members approved the purchase of an airplane kit and avionics for the Granbury High School aviation program. Trustees approved the district’s participation through June 2023 in the Region 10 Education Service Center Multi-Region Purchasing Cooperative for the child nutrition program. Board members also approved the use of the Administration Building training rooms by the Granbury Rotary Club for the remainder of the calendar year.
The board approved minutes from the January 18 meeting of the Schools Health Advisory Council. Based on SHAC recommendations, the board also authorized community-based presentations for students: Paluxy River Children’s Advocacy Center; Brazos Pregnancy Center presentation on sexual health (for grades 7-9 and 11); Mission Granbury presentation on domestic violence (for grades 9 and 11).
Donations reported to the board included: $1,500 from First Financial Bank to support the GHS culinary “Seriously Smokin’” team; $1,000 from the Granbury Pirate Basketball Booster Club for team travel; $100 from Brightworks Car Wash to support the GISD customer care program.
Out-of-district travel requests included: a summer trip for the GHS aviation teacher for continuing education in Osh Kosh, Wisconsin; a February trip to Milpitas, California for the GHS robotics club to attend a tournament.
Trustees next convene for the regular monthly meeting on Monday, February 28. Board meetings are held in the GISD Board Room located in the Administration Building at 217 N. Jones Street.
