TRUSTEES DISCUSS SCHOOL MARSHAL PROGRAM

The Granbury ISD Board of Trustees discussed a school marshal program at its regular monthly meeting on March 19, 2018.
The board authorized a meeting with school administrators and local law enforcement agencies to discuss the possible implementation of the marshal program to provide enhanced campus security and to protect students from armed intruders. Trustees will gather information regarding the initiative for future consideration.
Texas state law allows public school districts to appoint some employees who hold a current concealed handgun license as school marshals. The licensing program through the Texas Commission on Law Enforcement requires marshals meet strict requirements, complete a mental health evaluation, and undergo extensive training totaling 80 hours on physical security, use of force and legal liability, firearms training, and law enforcement strategies and techniques. The identities of marshals are kept confidential, and the law allows appointments for one marshal per two hundred students.
Board members approved a change to the 2017-18 school calendar to eliminate Student Flex Days on May 24 and 25, allowing for all students to end the school year on May 23. Assistant superintendent Ron Holmgreen explained that schools had exceeded the instructional minute requirement for the year and that the flex days were no longer necessary. For the 2018-19 school calendar, the board approved a waiver request to the Texas Education Agency to provide for professional development days.
In personnel, the board approved the appointment of a new social studies teacher at Acton Middle School and reviewed a list of employees who are retiring or resigning at the end of the school. Superintendent Dr. James Largent announced his retirement effective in July.
Trustees approved a summer construction project totaling $60,281 for the creation of a collaboration area at the new elementary STEAM Academy at Mambrino.
The board approved an amendment to the lease with the Forward Training Center of Hood County for the former administration building and board room at 600 W. Pearl Street. The lease terms change to a three-year period renewable annually up to ten years, however either party may still terminate the agreement with a 90-day notice. FTC requested the amendment for a grant application to build a computer lab for the job training program.
During the public comment period, one individual addressed the board regarding campus security.
Reports to the board included:
- Stacie Brown, principal of Mambrino School, reported that 123 students from other GISD campuses and from outside the district have applied to attend the STEAM Academy next school year. Brown expects to receive more during kindergarten registration.
- Assistant superintendent Dobie Williams presented financial statements and cash flow and investment reports for February 2018.
The board also approved minutes from the last regular meeting, budget amendments, and a school board meeting calendar for 2018-19. Bids and purchases approved included: instructional tools and professional books, teaching aids, and equipment; athletic and athletic supplies, equipment, uniforms, and clothing; HVAC refrigeration supplies and equipment.
Trustees accepted bids for local properties previously struck from the tax rolls and not purchased at the Sheriff’s Sale. Board members certified the instructional materials allotment meet state curriculum standards. The board also reviewed local policy changes in Update 110 recommended by the Texas Association of School Boards; those modifications will be considered for adoption at a future meeting.
Donations reported to the board included: $2,500 from the Lady Pirate Golf booster club for student travel and contracted services.
Trustees next convene for a special meeting on Thursday, April 5 at 4:30 P.M. to discuss the superintendent position. The next regular monthly meeting will be Monday, April 16. Board meetings are held in the GISD Board Room located in the Administration Building at 217 N. Jones Street.
