The Granbury ISD Board of Trustees met for its regular monthly meeting on June 8, 2009, and approved a recommendation from Superintendent Ron Mayfield to waive out-of-district tuition for a group of students residing in a portion of Pecan Plantation located in Johnson County and Cleburne ISD.  Mayfield called the waiver, which only applies to the 2009-10 school year, a “good faith” step while he pursues negotiations with the Cleburne school district.

In May, the Cleburne ISD school board decided to end an agreement with Granbury ISD for the education of the students living in your portion of the subdivision.  For several years, the Cleburne school district has paid tuition to cover the educational expenses for these students.  This agreement was necessary because of the logistical problems of those students attending school in Cleburne.

For the 2008-09 school year, the Cleburne school district will pay approximately $140,000 for 23 students.  An additional 11 are children of GISD employees, but there is no fee charged for these students.

Superintendent Mayfield acknowledged the efforts of the district’s schools while reporting projected accountability ratings based on the preliminary test scores:
  • Exemplary:  Acton Elementary School, Roberson Elementary School
  • Recognized:  Baccus Elementary School, Crossland Ninth Grade Center, Mambrino School, Oak Woods Intermediate School
  • Academically Acceptable:  Acton Middle School, Brawner Intermediate School, Granbury High School, Granbury Middle School

Mayfield reviewed reports from principals summarizing successes and outlining areas for improvement.

Regarding personnel matters, trustees approved 2009-10 salary schedules for clerical/paraprofessional, auxiliary, technology, and administration/professional employees.  Because the schedules were well within the market, only minor changes were made from the 2008-09 schedules.  Possible salary increases for these groups will be analyzed for action later in the summer.  The teacher/library salary schedule is still pending, although state legislative action plus step increases will likely result in an average increase of about 2.65%.  During the budget review over the summer, the board and administration will also be examining athletic stipends and extra duty pay.

Board members approved the appointment of several teachers and other professional employees.  The board also received notification of retirements and resignations.

The board heard other reports:
  • Superintendent Mayfield will be working on local implementation of records management, including appropriate retention and destruction schedules.
  • The district will receive proposals from local radio stations for press box space in covering athletic events.
  • Executive Director of Finance Sharay Boynton reviewed the April 2009 financial statements.

Trustees adopted changes to local district policy submitted by the Texas Association of School Boards.  The policy changes affect transportation management of district vehicles, electronic communication and data management, employment requirements and restrictions related to medical examinations and communicable diseases, student records, and relations with local government entities.

The board adopted a meeting schedule for the 2009-10 school year.  Board president Dr. Barbara Herrington also presented the current operating procedures, which trustees will be reviewing for adoption at the July meeting.

In addition to approving budget amendments and minutes from the last regular meeting, purchases and bids were approved for intervention curriculum; technology items; student extra-curricular, student voluntary coverage, and catastrophic coverage; fresh produce; award jackets and athletic letter awards; and audio visual and library supplies and equipment.  Board members also approved continued participation in the Region X Education Service Center’s child nutrition purchasing cooperative, designated the district’s pest control coordinator, and nominated a Hurst-Euless-Bedford school board member as regional representative on the TASB board of directors.

Trustees will hold a workshop on the 2009-10 budget on Tuesday, July 21, 2009.  The next regular monthly meeting will be held on Monday, July 27, 2009.  Board meetings are held in the GISD Board Room, which is located next to the Administration Building at 600 W. Pearl Street.
