GRANBURY ISD SCHOOL BOARD HEARS BUDGET UPDATE

The Granbury ISD Board of Trustees met for its regular monthly meeting on June 7, 2010, and heard an update to begin preparing for consideration of the 2010-11 district budget. 

 

Executive Director of Finance Sharay Boynton outlined the current budget as well as the outlook for the next budget cycle.

 

For the 2009-10 budget year, the district will likely recognize a $2.1 million deficit, which is lower than the $3.3 million shortfall projected last year but still representing a decrease to reserve funds.  Lower revenue is expected due to smaller student enrollment, less investment income, lower state dollars, and other miscellaneous reasons.

 

The district has been working to reduce expenditures through reduced personnel and smaller allocations for campuses and departments.  However, estimates indicate that over $5 million in local property tax revenue will be sent back to the state next year for redistribution to other districts.  Under the preliminary information, teachers will receive a step salary increase.  Other increased expenses are likely for classroom needs, curriculum software, and a truancy officer.  The forecast is for a $2 million deficit during the 2010-11 budget year.

 

Trustees heard from city councilman Mitch Tyra, who is the president of the GEA Channel 27 board of directors.  In January, the school district sent $15,000 for advance payment of district activities aired on the educational access channel, when it moved from the district to the independent non-profit organization at the end of 2009.  The Channel 27 board recently voted to return the unspent amount of the prepaid money to GISD and void the prior contract so as not use public funds for operations.  School trustees accepted the refund and agreed to the cancellation of the contract.  The district may purchase air time as needed in the future.

 

Board members approved a therapy dog at Emma Roberson Elementary School.  Last month, principal Kellie Lambert spoke to the board about the use of the dog on her campus.  She also recently addressed the district’s Health Advisory Council.  The dog must meet specific guidelines outlined by a national organization and be accompanied by a certified handler.  The school plans to use the dog for special circumstance students, reading programs, and community involvement.  Sanitary and safety issues have also been addressed.

 

In personnel matters, the board adopted stipends and extra duty pay for district employees.  The compensation is provided to athletic coaches, fine arts directors, academic sponsors, department heads, and other professionals.  The only change from the previous year was an increase for academic UIL sponsors and the addition of stipends for Project Lead The Way teachers.  In addition, board members approved the hiring of several teachers and received notification of some resignations and retirements.

 

Trustees approved publication of a brochure to spotlight the work and honors of students and teachers.  Other methods may also be utilized to highlight district achievements.

 

The board discussed procedures for intra-district student transfers.  Principals and district administrators will carefully consider parent requests for transfers submitted for the 2010-11 school year.

 

Board members heard several reports:

  • Boynton reviewed the monthly financial statements.
  • Superintendent Ron Mayfield discussed the development of the 2010-11 parent-student and employee handbooks.  A proposal will be sent to the board at the end of June prior to consideration at the July regular meeting.
  • An update on preliminary state test scores was presented by assistant superintendent Carol Howard.  The district recently received a report outlining scores for fifth and eighth graders who took the second administration of math and reading tests.  Those exams are part of the Student Success Initiative, and students are required to pass the tests in order to advance to the next grade.  When final state accountability ratings are released in July, the district will likely be Recognized.  Projected campus ratings are:  Exemplary – Crossland Ninth Grade Center, Acton Elementary School, and Oak Woods School; Recognized – Granbury High School, Acton Middle School, Granbury Middle School, Baccus Elementary School, and Mambrino School; Academically Acceptable – Brawner Intermediate School and Roberson Elementary School.  STARS Academy will likely be acceptable under the alternative academic system, which only rates as acceptable or unacceptable.
  • Mayfield also reviewed plans for trustees to attend a summer leadership institute sponsored by the Texas Association of School Boards.

In addition to approving budget amendments and minutes from the last regular meeting and a recent special meeting, purchases and bids were approved for technology items; alcohol and drug testing services; building materials and supplies; automotive and truck parts; and science supplies.  Renewed was an agreement giving KPIR Radio exclusive access to the press box for broadcast of athletic events.  The board also approved installation of exhaust fans for Granbury High School science labs.

                                                                                                                            

The board also approved a regular meeting schedule through June 2011, adopted a board procedures handbook, and voted for a TASB director candidate.

 

The next regular school board meeting will be held on Monday, July 26, 2010.  A budget workshop will be held on Monday, July 19.  Board meetings are held in the GISD Board Room located next to the Administration Building at 600 W. Pearl Street.
